The problem

A rough idea can become a repository before its assumptions, evidence, overlap, or real next decision are visible. That creates activity without proving the idea deserves a project.

Decide before scaffolding

A recommendation can be reject, park, experiment, merge, or promote. Project creation only follows a recorded promote decision.

Proposal is not authority

The read-only Codex assessment can suggest a path. A person reviews the exact plan before the capability gateway permits any local project mutation.

Keep the record local

Ideas, profile snapshots, decisions, and execution receipts live in local SQLite so the admission trail survives restart and remains inspectable.

Failure paths

What can go wrong is part of the product.

  • The reviewed Codex runtime is missing or changes version
  • Assessment output fails validation or is interrupted
  • An approval is stale or the selected directory changes
  • A partial promotion needs recovery without silently retrying effects
